In this new system IRCC introduced January 1 , 2015 was named “Express Entry“ in order to attract people to apply on the subliminal assumption that the application process might be easier, faster and jobs might be provided for applicants from the "Job Bank". In reality, based on a year in operation this is not necessarily the correct impression on Express Entry system. Here’s why it’s not what as it seems,
- CSR points and the initial assessment points can be very misleading
The initial assessment based on 100 points can be very misleading in terms of your likelihood of having a successful application. The points that give you an indication of the strength of your proposed submission are your Comprehensive Ranking System (CRS) points which are based on 1200 points (600 for the initial assessment criteria on the 100 point scale and an additional 600 for a job offer or a PNP offer of support letter)
- Now it’s not submitting an application, but an Expressing an Interest
The new system requires all the same effort when preparing and submitting an application, but now it is not called an application but rather an “Expressing an Interest” as you are only expressing your interest in going to Canada. If CIC accepts your Expression of Interest”, you are placed in the Labor pool, given a CRS mark and you are registered with the Job Bank. You then have 1 year within which you must be invited by IRCC to file your final immigration papers or you are removed from the pool and you must reapply. The selection of candidates to be invited to file their final documents is based on the applicants CRS score with only the highest scores being selected. Lowest score to date is 450.
- You might qualify on Initial assessment score, but not on the CSR score
Your CRS score is arrived at by reviewing the same criteria covered in your assessment out of 100 points except now it is based on 600 points. A second 600 points are awarded for having a job offer which is accompanied by a Labour Market Impact Assessment (LMIA). The highest scores will be selected based on 1200 points. If no applicants have jobs then selection is based purely on the initial score calculated on the first 600 points. An Immigration Consultant can’t overemphasis the importance of obtaining the highest possible score based on an applicant’s skills considered in the initial assessment out of 100 i.e. age, education, English ability, experience and relatives in Canada, except now it is out of 600. So you might have 75+ on your initial assessment but you might not score as well you would expect for CRS points.
- Needs to have a proper strategy on how you should proceed
Under this new administrative system, Immigration Consultants must determine the best plan for your application based on your CRS score not your score out of 100. As it is critical to achieve the highest points possible in the pool ways and means must be found to improve your pool score. Job offers and PNP applications are options to be investigated as an alternative to waiting for a response from the Job Bank. Communication with CIC is conducted through your individual portal which requires regular monitoring to ensure nothing is missed related to your file’s progress.
